Chapters Activities And Projects

The first Knights of Rizal Manual was published on December 30, 1985, during the incumbency of Sir Justo P. Torres Jr. KGCR as Supreme Commander. The manual was an answer to the felt need to systematize and rationalize the rules and policies of the organization to put an order in its objectives and operations.

Since then, the Order of the Knights of Rizal achieved unprecedented organizational growth and expansion, particularly at the start of the 90s. By December 31, 1993, it had grown to 180 chapters throughout the Philippines, and 48 Chapters in foreign countries, and this growth accelerated to over 300 chapters with over 36,000 members worldwide.

Activities of Chapters

The chapter’s activities must align and connect with the essential objectives of the Order following the values that Rizal exemplified. The life and writings of the hero are creative sources of ideas that can inspire the members to create and promote activities that can strengthen and deepen the love of the country and of our fellowmen and encourage meaningful exposure to nature, science, the humanities, and other fields of learning.

Programs and Projects

  1. Rizal is Alive Forum (RIA Forum). It is a half-day leadership training on values conducted by the Order. It seeks to reach high school students who are at an age when they are highly receptive to inspiration and motivation. The training modules are designed to cultivate a more profound interest, understanding, and appreciation of Rizal among the youth and inspire them to start their journey to discover their "personal legends" using Rizal as a model. The RIA Forum is promoted in all public schools in the country.
  2. Rizal Youth Leadership Institute (RYLi) Conference. It is a four-to-five­day Leadership Conference activity for college and high school student leaders and Sangguniang Kabataan members in the Philippines. The Visayas and Mindanao Conferences are ordinarily scheduled in October every year, while the National Conference is planned in Baguio City every December.
    • These conferences have been conducted since 1955. Around 600 to 1,000 student leaders annually attend these inter-active training conferences that develop character, well-being, patriotism, and competence to mold and train them to become innovative leaders. Rizal is used as a model.
    • These conferences include cultural competitions among the delegates participants in public speaking (oratory and extemporaneous), essay writing, poster making, and Sayawitan contests.
    • Cash awards, citations and recognitions are given to the winners.
  3. Rizal Believe Camp. It is an intensive and more in-depth three-or five-day training for 30-50 selected student leaders who have attended the RYLi Conferences. Participants are given deeper, broader, and more challenging insights about Rizal and his role in building the nation.
  4. Knights of Rizal Facilitators Training. It is a training of members to enable them to conduct various training seminars, workshops, and conferences of the Order. This is usually scheduled as needed during the yearly summer breaks. The facilitators serve as the training arm of the Order and work in collaboration with the Committee on Education.
  5. Jose Rizal, Model Student of the Philippines (JRMSP). It is an annual nationwide project which screens and selects, among nominees from colleges/schools in the country, the ten (10) Jose Rizal Model Students of the Philippines. The awards are conferred in December every year.
  6. Scholarship Program. It is a program that awards scholarships to qualified college students who need assistance. The procedures and schedules for the submission, screening and awarding of scholarships are announced in time for the opening of the academic school year
  7. Social Action Program. It assists such as food, clothing, financial aid, etc. to the underprivileged as well as to victims of disasters and natural calamities.
  8. The Rizal's Children of the Port Area Project (Sabado Escuela). It is a program for around thirty (30) screened and interviewed street children from the Port Area of Manila who is given training on values, food, and assistance to meet their school requirements. The Knights of Rizal Office Staff are primarily in charge of this program.
  9. Knights of Rizal Chapter's Excellence Challenge. It is a fraternal competition among chapters, officers, and members of the Order designed to showcase and give awards to the best practices in the conduct of the programs and activities of the Order. It is an avenue that encourages creativity among members in designing and implementing projects.
  10. International Assembly and Conference on Rizal. It is held once every two years in Manila or in any locality in the Philippines, as approved by the Supreme Council. It is a huge gathering of all the chapters of the Order (i.e., from the Philippines and other countries). The assembly and conference aim to exchange ideas, discuss projects, forge brotherhood chapter arrangements, coordinate the implementation of projects across chapters or regions, and hold get-together activities for brotherhood and renewal of the Rizalian spirit. This is usually held in February of the applicable year.
  11. Commemorative Activities. These are activities intended to commemorate important events in the life of Rizal and Philippine history. These include, among others, the worldwide commemoration of the birth and death of Rizal, the establishment of La Liga Filipina held every 3rd of July, the anniversary of the Noli and Fili, and the establishment of the Katipunan every 7th of July.
  12. Monthly Meetings of the Supreme Council. Being held at the International Headquarters every second Saturday of the month. Chapters are required to hold their monthly meetings in their respective areas. Regional Commanders and Area Commanders are given the authority to hold their regular or other meetings as they deem necessary.
  13. Members and Commanders Training. It is given to new members and Chapter Commanders to give them in-depth training on the history and development of the Order, its Constitution and By-Laws, objectives and goals, rules and regulations, and the Order's vision and future possibilities.
  14. Regional Assemblies of the Knights of Rizal. These yearly gatherings of the members within a specific region as defined by the Supreme Council. These are Regional Assemblies held in the USA, Canada, Europe, Australia, the Middle East, and in the Philippines.
  15. Annual Staff Training and Retreats. These retreats aim to improve their performance and enhance their professional and personal growth, competence, and development.
  16. Year-round Program of Activities. The Order maintains a year-round program of activities to carry out its objectives on a national, regional, or chapter level in keeping with the teachings and examples of the national hero. These activities include:
  • To study and spread the teachings of Rizal.
  • To organize and hold annual programs in honor of Rizal.
  • To hold programs, convocations, seminars, and training institutes in schools and universities.
  • To hold oratorical and essay contests among students and private citizens.
  • To organize institutional chapters from elementary to college level under the auspices of the local chapter.
  • To help organize auxiliary units composed of women civic leaders who may function as counterparts of the local chapter.
  • To solicit and donate books, writings, and other reading materials by and about the national hero to libraries and other reading centers.
  • To sponsor contests and give awards to worthy citizens for outstanding achievements in the arts and sciences, the professions, industry, agriculture, and the promotion of international understanding.
  • To erect, if there be none, a monument, marker, or bust of Rizal within the proper vicinity or locality.
  • To sponsor literary contests on poetry, essays, and characters in Rizal's novels.
  • To participate and discuss public issues within the context of Rizal's philosophy and ideals, which will promote unity, freedom, and peace; and
  • Any other similar activity or project which will, in one way or another, lead to the development and perpetuation of the sublime memory of the National Hero.

Certain activities are highlighted below for their special significance and are carried out through commemorative programs such as:

  • The Order’s Charter Day on June 14
  • Rizal's birth on June 19
  • Rizal Month Celebration on December 1-30
  • National Youth Leadership Institute in mid-week of December
  • Rizal's Martyrdom on December 30

In addition, symposia are held in schools and other public fora, and the Supreme Council officers appear on television and radio programs to expound on the objectives and goals of the Order.

Rules on Organizing a New Chapter and Knighthood Ceremonies

Chartering a Chapter:

  1. Invite at least five (5) persons of legal age (at least 18 years old), of good moral character and reputation, who support the ideals and teachings of Dr. Jose Rizal, to join the new Chapter. The Chapter so organized is encouraged to increase its membership to at least nine (9) members for governance purposes.
  2. The organizer(s) must orient the prospective knights about the national hero, Dr. Jose Rizal, his life and teachings, the legislative charter and By-Laws, and other relevant information concerning the objectives, organization, administration, and activities of the Order.
  3. Rules of the Order prescribe that the postulants must give a testimony of their intention in seeking admission to the Order, their character and moral conduct, and their willingness to accept the strict discipline of knighthood. The Supreme Commander or his delegated officer will ask the following questions, and the postulants should positively answer the same:
    1. Have you studied and pledged to further study the teachings on patriotism and love of the country of our hero, Dr. Jose Rizal?
    2. Do you promise to conduct, to the best of your ability, your life as a good man per the principles and ideals of Rizal?
    3. Are you willing to assume your share of responsibility in propagating and upholding the highest virtue of patriotism taught by Rizal?
    4. Do you pledge to willingly abide by the rules and regulations of the Order, including such orders as may be given by its duly constituted authorities?
    5. Do you voluntarily pledge to do all of these without mental reservation or purpose of evasion?
  4. Having declared their noble intentions to join the Order, the prospective Knights should organize and elect their Chapter officers and trustees composed of the following: Chapter Commander, Deputy Chapter Commander, Chapter Chancellor, Chapter Pursuivant, Chapter Exchequer, Chapter Auditor, Chapter Archivist, Deputy Chapter Pursuivant and Deputy Chapter Exchequer.
  5. The elected officers must accomplish the prescribed "Report of Charter of a New Chapter Formation" to the concerned Regional Commander/Area Commander and forward it to the Supreme Commander at the International Headquarters (together with the "Application Form" of each candidate) for purposes of review, evaluation and approval of the Charter by the Supreme Council.
  6. The International Headquarters will confirm to the organizer(s) the Supreme Council's action on their charter application not more than thirty (30) days after receipt by the International Headquarters of the requisite and pertinent documents that should include:
    1. payment of all charges ( charter fees, membership fees, uniforms, medals, etc.),
    2. the proposed program, venue, date and time of knighthood, and
    3. the appropriate endorsement and recommendation on the matter by the Regional/Deputy Regional Commanders and the Area/Deputy Area Commanders.
  7. The chartering and knighthood ceremonies should in no case be held earlier than fifteen (15) days after receipt by the organizer(s) of the Supreme Council's favorable action on their application. No members' initiation, elevation, or exaltation shall be allowed unless the required fees and other assessments have been paid in advance to the International Headquarters.
  8. Before any initiation or chartering is to be conducted by the Supreme Council, the following requirements must be first complied with
    1. The postulants must have been certified to have undergone orientation/seminar by the Chapter Commander and attested by the Chapter Pursuivant or any other officers authorized by the Supreme Commander.
    2. The charter and induction fees and costs of medals of prospective postulants must have been paid and remitted to the Order.
    3. All postulants must be appropriately attired in the official Knights of Rizal uniform (with black pants, black shoes, black socks, and black belt) during the Knighthood Ceremonies; and
    4. Knighthood ceremony can only be presided by the Supreme Commander or his duly authorized representative.

RESPONSIBILITIES, ACTIVITIES, AND PROJECTS

Chapter Commander and Other Chapter Officers

Chapter Commander

  1. Sign all certificates, diplomas, contracts, and other essential documents for and on behalf of the Chapter.
  2. Sign all checks drawn against bank accounts, jointly with the Exchequer; and
  3. Perform other duties that are relevant to his office or as may be required of him by the Supreme Council or the Order.

Deputy Chapter Commander

  1. Assist the Chapter Commander in performing his duties and, in the absence, illness, inability, or resignation of the latter, discharge all the duties of the Chapter Commander.
  2. Work closely with the Chapter Commander for the effective administration of the Chapter; and
  3. Perform such other duties as may be required of him by the Chapter or the Order.

Chapter Chancellor

  1. Act as the ceremonial officer of the Chapter and, as such, shall assist the Chapter Commander /Deputy Chapter Commander in all the Chapter ceremonies.
  2. Make and supervise all arrangements concerning ceremonies, rituals, and other activities when the prescribed rituals are to be observed.
  3. Familiarize himself with the accepted protocols to maintain a smooth flow of the particular activity or ceremony;
  4. Provide practical assistance to the Chapter Commander /Deputy Chapter Commander when the situation demands.
  5. Serve as the keeper of the accessories for ceremonies (bell, gavel, lamp, blindfolds, etc.); and
  6. If both the Chapter Commander and Deputy Chapter Commander cannot discharge their duties, the Chancellor shall act as the Commander Pro-Tempo with the powers and duties of the Chapter Commander.

Chapter Pursuivant

  1. Prepare and publish all orders and resolutions of the Chapter when directed by the Chapter Commander.
  2. Ensure that the Minutes of the Meetings and activities of the Chapter are correctly prepared, recorded, and filed.
  3. Ensure that certificates and citations are correctly prepared and given to those entitled and shall also prepare petitions for awards and promotions.
  4. Attend to the records of memberships and ensure that notices are delivered within a reasonable time before every meeting; and
  5. Perform such other duties as may be required of him by the Chapter or the Order.

Chapter Exchequer

  1. Become the custodian of the funds and properties of the Chapter.
  2. Keep an accurate account of all money received and disbursed by him.
  3. Deposit all collections and funds of the Chapter in a safe bank.
  4. Sign all checks drawn against such funds jointly with the Chapter Commander when the Chapter thereof authorizes disbursements.
  5. Submit a monthly statement of the financial situation of the Chapter; and
  6. Perform such other duties as may be required of him by the Chapter or the Order.

Chapter Archivist

  1. Keep all records, documents, and correspondence of the Chapter.
  2. Act as Historian and Librarian of the Chapter and recommend the acquisition of books, relics, or other objects about Rizal or of interest to the Chapter;
  3. Safeguard the interest of the Order in the maintenance, preservation, and care of books, records, Rizaliana and other matters under his supervision.
  4. Coordinate with media for coverage of events and provide them with press releases; and
  5. Perform such other duties as may be required of him by the Chapter or the Order.

Chapter Auditor

  1. Review and audit the disbursements and expenses of the Chapter from time to time, and to certify in writing that the financial statements and report of the Chapter Exchequer were audited and reviewed by him;
  2. Certify that the expenses and disbursements as shown therein are duly authorized by the Chapter in accordance with its By-Laws: and
  3. Perform such other duties as may be required of him by the Chapter or the Order.

Deputy Chapter Pursuivant and Deputy Chapter Exchequer

  1. Assist the Chapter Pursuivant and Chapter Exchequer, respectively, in the performance of their duties; and
  2. Perform such other duties as may be assigned to them by the Chapter or Order.

Other Guidelines

Meetings and Chapter Activities

Each Chapter shall hold regular monthly meetings and assemblies.

Area and Regional Commanders should also hold appropriate Area and Regional meetings, respectively. Special meetings and committee meetings may also be held to plan projects and activities.

Rizal's advice. "The spirit of tolerance ought to prevail when it concerns trifles that do not affect the essential part of a thing; in discussions, the conciliatory tendency ought to dominate before the tendency to oppose. No one should resent defeat.

When opinion is rejected, its author instead of despairing and withdrawing, should, on the contrary, wait for another occasion in which justice may be done him. The individual should give way to the welfare of (the) society. And so that the very delicate self-esteem of the Filipino-who is besides an unconscious individualist-may come out least hurt in the discussions and discontent may be avoided. It would be advisable that to all propositions, proposals, projects, etc., should always be added the ending: we think thus, if the other members have no objection, or any other similar phrase that you may deem more appropriate. I have heard many discussions arising from questions of self-esteem. Laying this aside, the decisions of the majority, after a sufficient discussion, are sacred and unquestionable."

Requirements for Meetings

Venue

The place of the meeting should be suitable and convenient. It should be adequate in size, conducive for the type of meeting to be held and should have the needed facilities such as an audible sound system, audio-visual equipment, boards, etc. The venue should also be free from inappropriate and external disturbances.

Time

Choose the appropriate time and availability of the members for the meeting. Some chapters organize luncheon meetings, while others hold meetings after office hours or on weekends.

  • Be prepared for the meeting.
  • The needed paraphernalia, articles, and other materials, like a gavel, Philippine Flag, sound system, etc., should be ready. Streamers or tarpaulin for guests or resource speakers should also be taken care of.
  • Prepare the Agenda. Be mindful of the following process:
    1. Call to Order
    2. Quorum
    3. Invocation
    4. National Anthem
    5. Introduction of guests and visitors Approval of Minutes of Meeting Pursuivant's Report
    6. Exchequer's Report Commander's Report
    7. Committee Reports, etc. Adjournment.
  • Set time limits for discussions and for the meeting.
  • Ensure the attendance of all participants. Send reminders by phone, SMS or other means of communication.
  • Hold fellowship activities.
  • Rotate seating arrangements so that some new and old members will get to know each other more.
  • Hold cocktail meetings before a regular meeting or assembly where new members are introduced to others.
  • Organize picnics and outings to enable members and their families to interact socially with each other.
  • Hold joint meetings so that members of other chapters can get better acquainted.
  • Invite guest speakers to enliven, deepen or broaden the understanding of current and other topics of concern to the community, the country and the world, especially on topics about Rizal.
  • Conduct educational activities for old and new members to expand their knowledge of Rizalian values.
  • Discuss, evaluate and adopt procedures and measures to improve our fraternal organization.

Annual Report

During the Annual General Assembly and Election of the members of the Supreme Council, an annual report is prepared and distributed to the members and to all the chapters of the Order. The annual report contains the report of the Supreme Commander, the Order's financial position that is properly audited, national, regional, chapter and foreign activities of the Order, and such other activities and programs pursued during the year under review.

To assure attendance in the General Assembly and Elections, all chapters and members are notified by the National Headquarters/Secretariat. The General Assembly and elections take place in Manila because the principal office of the Order is in Manila which is pursuant to Republic Act. 646. The General Assembly provides an opportunity for all officers and members of the Order to meet in a fraternal spirit.

Standing Committees and International Headquarters

  1. Executive Committee. It is responsible for formulating and adopting guidelines and policies, control, direction, supervision, coordination, and management of operations, programs and activities of the Order. When the Supreme Council is not in session, it shall have the power to make decisions on operations, policy, and program implementation that is necessary and proper to promote and accomplish the objectives of the Order. The Supreme Commander shall be the Chairman of the Committee. The committee shall have no more than five (5) members of the Supreme Council.
  2. Finance Committee. It shall find ways and means to generate funds and other necessary resources for the various activities and programs of the Order according to its objectives. The Finance Committee shall likewise attend to other matters about collecting and auditing all disbursements and programming of the funds of the Order.
  3. Organization, Membership, Chapter Visitation, and Liaison Committee. It shall oversee the recruitment and retention of members, liaise with chapters, and coordinate their activities to ensure the growth and expansion of the Order. It is headed by the Supreme Pursuivant and shall include such members as may be appointed by the Supreme Council. All Regional and Area Commanders and their Deputies shall be ex-officio members of the Committee, but they will not be considered in determining quorum during meetings.
  4. Protocol, Ceremonial and Heraldry Committee. It shall see to it that the approved rituals and ceremonies of the Order are observed and implemented. It may further make recommendations on the insignia, uniforms, banners, seals, and other symbolic paraphernalia to be used or adopted by the Order.
  5. Nominations and Amendments of By-Laws Committee. It shall promulgate candidates' election rules and qualifications and other matters in connection with elections in the Order. It further studies and recommends revisions to the Constitution and By-Laws of the Order and its rules and regulations.
  6. Public Relations, Publicity, and Publications Committee. It shall gather, edit, collate, compile and recommend to the Supreme Council the publication of all lectures, speeches, and other scholarly works on Rizal for distribution and dissemination to all chapters of the Order or the general public. It shall undertake and promote programs to inform the general public of the objectives and activities of the Order.
  7. Bagumbayan Editorial Board. It shall supervise the publication of the Bagumbayan, the official newsletter of the Order under the management of the Editor-in-Chief, to be appointed by the Supreme Commander. The Editor-In-Chief may recruit writers, photographers, artists, and technicians to form a staff. The Supreme Council makes up Editorial Board, with the Supreme Commander as the publisher, ex officio.
  8. Lower Prefectural Tribunal. shall undertake the screening of prospective members of the Order, conduct interviews, and recommend those qualified for admission up to the Third-Degree rank of the Order, KCR. The Tribunal may also recommend those who will receive awards, including the Service Awards (i.e., Distinguished Service Medal, Distinguished Service, Star, and Distinguished Cross of Rizal.) The Supreme Commander heads it. Its members are the members of the Supreme Council.
  9. Higher Prefectural Tribunal. It reviews and recommends those qualified to be conferred the rank of KGOR, KGCR, and the Rizal Pro Patria Award. Headed by the Chairman of the Council of Elders, its members include the former Supreme Commanders and the current Supreme Commander of the Order. The Tribunal also nominates the Supreme Commander Emeritus.
  10. Legal Affairs, Legislation, and Public Issues Committee. It shall monitor, research, analyze, examine, and make recommendations on any legal, legislative, and public issues that may affect the goals and objectives of the Order, in particular the country and the world, in general, to ensure and safeguard the interests of the Order. In appropriate cases, the Chairman and the Vice-chairman of the Committee shall act as the Legal Counsel of the Order.
  11. Education, Seminars, Library, and Museum Committee. shall undertake studies and recommend programs and activities which could contribute to the development and improvement of the educational system to influence and attune it within the framework and context of Rizalian values and principles with specific reference to character formation, nation-building, enlightened citizenship, and progressive socio-economic empowerment. It will also provide guidance in the conduct of seminars and public along the same lines and develop and maintain a Speakers Bureau composed of members of the Order. The Committee shall likewise supervise and maintain the library and museum of the Order and recommend purchasing and acquiring books, magazines, other reading materials, and paraphernalia for the library to build up the research on Rizal's life, ideals and teachings.
  12. Social Action and Scholarship Committee. It analyzes the social problems of the people and the community, and recommends measures to alleviate hunger, disease, insecurity, destitution, and deprivation through legal, medical, dental, psychological, educational, and other material and social assistance, thereby contributing in the promotion of peace and tranquility in the society. The Committee shall also supervise and interview qualified students for appropriate educational assistance subject to the approval of the Supreme Council.
  13. Regular Events Committee. shall prepare appropriate programs for:
    1. the annual commemoration of the Charter Day (June 14)
    2. the Birth Anniversary of our National Hero (June 19)
    3. the Rizal Month Celebration (December 1-30)
    4. the Rizal's Martyrdom/Retracing the Last Footsteps of Rizal (December 30); and
    5. and the International and Regional Assemblies.
  14. Rizal Youth Leadership Institute Committee. It shall be responsible for adopting and approving any or all of the Rizal Youth Leadership Institute conferences, seminars, workshops, fora, summits, congresses, or any similar activity or program at the international, national, regional, provincial or local levels. All such activities shall be subject to the control, supervision, guidance, and direction of the Committee and the Supreme Council. The Over-all Chairman of the Committee is the Deputy Supreme Commander.
  15. Search for Jose Rizal Model Students of the Philippines Committee. It shall supervise the conduct of the annual search for the Jose Rizal Model Students of the Philippines. It shall see to it that the winners truly exemplify Rizal's leadership, values, and academic excellence and ensure that said winners can serve faithfully as exemplars and models to the land's youth.
  16. Counterpart Organization Committee. It shall develop and promote harmonious relationships among the Kababaihang Rizalista, Las Damas de Rizal, Maria Clara ni Rizal (MACLARIZ), Kapisanan ng mga Gurong Nagmamahal kay Rizal (KAGUNARI), Philippine Association of Teachers of Rizal and History, Inc. (PATH RI), adies for Rizal, Ladies of the Knights of Rizal, Kabataang Pangarap ni Rizal (KAPARIZ), Jose Rizal Model Students of the Philippines Alumni Association (JRMSPAA), and such other associations or groups as may be recognized and approved as counterpart organizations by the Supreme Council. The Supreme Council may, as it deems proper and necessary, recognize as a counterpart organization any other organization which is dedicated to and interested in promoting the purposes of the Order. Said organizations and the Order shall collaborate and coordinate their activities in pursuance of their common objectives.
  17. Commanders Training Program Committee. It shall supervise the preparation, conduct, and administration of the Chapter Commanders Training Program of the Order. The program should intensify the Order's efforts to equip the leaders of the Order with the fundamental teachings and principles of Rizal as incorporated in its Charter and By-Laws. It shall closely coordinate its program with the Rizal Challenge Contest Committee.
  18. Lifetime Membership Committee. It plans, organizes, and implements the Lifetime Membership Recruitment Program worldwide to encourage a lifetime dedication to Rizal’s life and values and help sustain the Order and its resources in accomplishing its noble objectives.
  19. The Officers are based at the International Headquarters. Each officer shall consult and support the Supreme Commander/ Supreme Council/ Executive Committee on any administrative and operational matter. Said officers are responsible, subject to the direction of the Supreme Council and the Supreme Commander, for the formation of guidelines, programs, and operating policies for the direction, coordination, and management of the day-to-day operations and activities of the Order. The operations of the above committees, bodies, or offices, and appointments to them are subject to other policies and regulations as the Supreme Council and Supreme Commander may promulgate and determine appropriate from time to time. The Supreme Commander may, in the event a committee/body/office is seriously unable to function, appoint or designate three of its members (inclusive of its Chairman or Over-All Chairman, as the case may be) to act as the interim Executive Committee of said committee/body /office. Its policies and decisions shall be valid unless subsequently revoked or changed by the Supreme Council or the Supreme Commander.

REGIONAL ASSEMBLIES

For Regional Assemblies, contact International Headquarters Secretariat for schedules and confirmation. Choose the applicable dates in your region/area.

All overseas, area and chapter assemblies must secure the dates of their scheduled assembly at least two (2) months before the schedule to allow enough time to get the approval and availability of the Supreme Council.
